As of now (March 2006), we have been able to determine the following:
The "Southern U.S." and "Midwestern U.S." Tullises are indeed descended from a common male ancestor, undoubtedly Moses Tullis of New Jersey and Berkeley Co, Virginia. This has been confirmed by project participants from both major branches who yielded an exact match.
Moses Tullis must have been of Scottish heritage, due to exact matches between his descendants and descendants of other Tullis lines that trace their line back to Scotland.
It is still not completely clear whether the descendants of Moses Tullis and the descendants of Claudius Tullos are related. At best, the matches between the descendants of the two lines have been off by two markers, indicating that if there is a connection, it is MANY generations back.
